IEC

If you want to export or import anything to and from India to other countries, you must have Importer Exporter Code (IEC). It is ten digit number allotted to persons or businesses importing and exporting goods into and from India. Directorate General of Foreign Trade (DGFT) grants IEC code under the Ministry of Commerce and Industry, to any bonafide person/company which seeks to do international trade. If you do not possess the IEC code, the customs will not allow the clearance of goods. However, for the import or export of goods for personal or governmental purposes, obtaining IEC is not compulsory.

Applicants who need to change name/address, change in partners/directors, change in nature of the concern, change in the type of activity, the addition of branch offices/factory, etc. needs to submit an online application for modification in IEC and pay Rs 500/- as application fee.

Scanned copy of PAN, applicant photograph, Bank Certificate should be in compressed gif format. All other documents shall be in pdf format. The size of each of the document whether gif or pdf shall not exceed 300KB. In case the applicant in NRI, he needs to submit the scanned copy of RBI approval letter.

Procedure of application for import-export license

  • An applicant has to submit an application online at website http://dgft.gov.in along with necessary documents and fees.
  • First, visit the above website and select online IEC application from ‘Online Application’ tab.
  • He then needs to enter his valid PAN. If he enters invalid PAN system will display ‘Invalid PAN’. After entering valid PAN, the website will redirect him the IEC main menu.
  • The screen will show the following options:

  • Select create option from the file menu.
  • After that system will generate and display new ‘ECOM Reference No’ as below:

  • After clicking OK, you will be forwarded to the ‘IEC Master’ screen as below:

  • Here, input the party name first and press add button. Now the system will display the message ‘IEC Master Details successfully added’.
  • The applicant then shall make payment of a fee for the issuance of IEC through EFT first. He can check the status of payment by pressing the payment details button.
  • After successful payment, it will enable the options such as branch, director, upload document, update, submit button, etc. He must fill all the necessary details such as address, email, date of establishment, PAN date, PAN issuing authority, banker name, banker a/c no, name and designation of a person whose photo is affixed on the bank certificate along with branch details, director details, etc. Pin code mention is mandatory on the master-detail screen.
  • Tick checkbox (PAN, Bank Certificate, Photo, Declaration, and NRI) as these documents are mandatory for a new online IEC application. All the mandatory details are marked with *.
  • IEC application master screen will look like as below:

  • Press the Add button to add the master details. Select the checkbox NRI status, if the applicant is NRI and then fill the NRI details.
  • Then add branch details. Initial branch entry form will look like this:

  • Input the branch address, city/state, and pin code. Press Add button to add the branch details. An applicant can modify the branch details first by selecting the branch record in the list box followed by update button. Press clear button to clear the existing details and add another branch.

  • Multiple branch address in the dialog will look like this:

  • Then press Director button and add all the names of Directors as specified in bank statement one by one.

  • For updating in Director detail, use the list box to select the desired director details and modify it. Then press the update button.
  • After that, you need to click on the EFT button to make the online payment of the fee. A dialog screen is displayed to select the bank.
  • Select the bank from which you want to make payment from the drop-down list. After filling the IEC fee amount in Indian Rupees, click on OK button. If the payee bank is HDFC, an applicant is redirected to the HDFC bank website directly from the screen. If the payee bank is other than HDFC, a screen displaying the details DGFT reference number appears as below.

  • Click on ‘Pay Now’ button. Then the login screen of the selected bank will appear. Enter the login ID and password provided by the selected bank for making online transactions. Click on OK/GO button.
  • The payment screen appears if the details entered are valid. Then click OK to proceed further. You may need to enter the transaction ID and password which may be same as login ID and password or different as provided by the bank. Then click OK.
  • The payment request is made and the bank will generate BID number. It can be used for future reference to the bank.
  • Then click on close window and the status message from DGFT end is displayed on the screen whether the transaction was successful or not.
  • After the successful payment, a message of successful payment will pop up and status returns to DGFT web page. Return to online IEC master dialog screen and click on EFT details button. If the EFT payment is successful, it will be added automatically to the payment details. The system will accept only EFT payment and does not allow the manual entry of BR/DD details.
  • After that, you need to upload the documents by pressing the ‘Upload Document’ button. Upload all the required documents. Show button can be used to see the uploaded document in the browser against the selected option.
  • Once the application is complete, an applicant can take the printout of IEC application by pressing PRINT button in the IEC master menu. Then click the Submit Button on the IEC master menu and select the office name from the drop-down menu. Then click on OK button.
  • Submit message box will appear wherein the selected office code along with office name will appear. Then click on yes button to submit the application. Press NO to select another RA for submission and press YES for submission of IEC application to selected RA.
  • In case of any deficiency, the system will not allow an applicant to submit the application till all the deficiency is removed.
  • After pressing YES button, the system will display complete IEC online application in ANF in the new browser window. Here the applicant needs to press submit button for final submission of IEC online application to selected RA.
  • On the main IEC master dialog screen, all the buttons except print and close will become disable and applicant submission successful will be shown on the web page.
  • If the applicant chooses to press cancel button, IEC online application will not be submitted to the selected RA and he will need to open the application afresh.
  • After the successful submission of IEC application, an applicant can check the status of IEC application at the regional office using query option and by selecting e-com ref number/file number. He can view the application and attachment details using print application and attachment details. Button. The system will show the online status of IEC application.
  • Processing of IEC application can take two to three days and a week at most.
